Free Parking Frequently Asked Questions
Are All Meters Downtown Really Free?
Yes! All metered parking spots are currently free.
Temporary hoods are now covering all meters in downtown Davenport with varied colors that represent how the space is enforced. The vast majority of spaces are free for 2 hours.
| Green Bags - 2 Hour Enforced Free Parking Green bags signify free parking up to 2 hours and are located in the core are of the downtown. This areas boundaries include River to 5th and Iowa to Scott St. The library lot, Harrison ramp lower level and Beiderbecke Drive are also included in the 2 hour section. |
| Double Meters with only 1 Bag - 2 Hour or 24 hour Enforced Free Parking There is currently a shortage of hoods, and any double-meter you see with no bag on 1 of the posts is still free. The meter is free for the time listed on the bag next to it. (see above photo for example) |
| Brown Bags - 24 Hour Enforced Free Parking Brown bags signify free parking up to 24 hours and are located in the fringe of the downtown area. This area consists of West of Scott Street, North of 5th St, and East of Iowa St. |
| Red and White Bags - DO NOT PARK Red or white bags signify No parking zones. These bags will be used when people/ businesses make requests for a specific area to be hooded. These are paid requests and parking is only allowed for the specific people that reserved the spaces. Holiday parades etc. are examples when these bags will be used. These will also appear prior to snow removal. |
What time does enforcement begin and end?
Enforcement begins at 7:00 a.m. and ends at 5 p.m.
How are time limits enforced?
Parking staff will use hand-held computers to monitor spots, and $15 fines will be issued to those who violate the time allowed specified on the bag.
Can I keep moving my car throughout the day?
If you have been parked for 2 hours and choose to move to a new spot, you must park on a different 100 block to avoid receiving a ticket. If you plan on being here for more than 2 hours, we highly reccomend using a parking ramp. Moving spaces or switching to the other side of the same block will still subject your vehicle to being ticketed.

What if I park at a space without a meter?
During the pilot program, the City is enforcing all of the spaces within the pilot area, metered or not. If the space is within the 2 hour boundary it is being enforced as a two hour time limit. Please see the map for clarification on the boundaries.
What is different about downtown snow removal?
Snow removal is still being done overnight in the downtown. The difference is, the parking division used to hood every meter to prohibit parking overnight. Now, with updated yellow hoods, they will only hood a few meters on each block. The new hoods state “No Parking in this block from 10Pm- 6am for Snow Removal.” When you see the yellow bags, parking is prohibited overnight for snow removal from 10 p.m. to 6 a.m.
Why is it only temporary?
This project is part of a larger transportation study currently being done by the City of Davenport. The meters will remain free for at least 3 months (until Spring.) Upon completion of the study, a final decision will be made on the future of the meters. The final outcome will likely be a mix of solutions that serves visitors, residents, and businesses equally well.
What about the Parking Ramps?
The parking ramps are still the best option if you plan on being downtown for a long period of time. They're convenient, inexpensive, and easy to use. Parking in the ramp is only .75 cents per hour, and you never have to worry about moving your car. For more details on ramp locations, click here.
