Efforts were focused on 2 specific bills

April 11, 2025

Kyle Carter, Executive Director of the Downtown Davenport Partnership recently attended the International Downtown Association (IDA) Washington D.C. Fly-In to advocate for pro-downtown policies with other downtown Place Management organizations from all over the United States.

IDA specific advocacy efforts were focused on progressing key two bills. HR2410, a bill that would reduce the cost of converting office/commercial buildings to housing, would greatly benefit development in the Quad Cities in both downtown and suburban settings. IDA members also advocated for approval of the Combating Organized Retail Crime Act of 2025, which would benefit a wide range of Iowa and Illinois businesses and was recently reintroduced and co-sponsored by Iowa Senator Grassley.

Downtown Davenport Partnership (DDP), Downtown Bettendorf Organization (DBO), and Rock Island Downtown Alliance (RIDA) are all active members of IDA and engage regularly in promotion and advocacy for Place Management policies and best practices that benefit the Quad Cities region and its quality of place.
